The USB demands she become a rule-abiding member, or face death, with open season on the human race to follow. That governing body has so far denied humans membership. Furthermore, humans provide nourishment for several member species, such as vampires, werewolves, and demons. Piper must overturn precedent to avert inter-species war, so that the earth isn't weak when the aliens arrive.
