The threat and plan was orchestrated by Altin Brahimi, head of the Brahimi Mafia, now headquartered in the capital, Tirana. A second gang continued operating in Vlorë under the control of his brother, Valmir.
Since the move, Brahimi's cocaine trafficking business skyrocketed. But, ever greedy and not afraid of using violence, he developed an additional way to increase his cash intake. Extortion. Although the danger would be greater, the threat alone of a dirty bomb would create the power and control for which he'd always hungered. For him the risk was worth taking.
