When Zack Tolliver, FBI, is assigned to support I.C.E. arrests in the small California town of Guadalupe, he is very uncomfortable. He refuses to make arrests, instead interpreting his orders as safeguarding the agents he accompanies. Janice, his immediate superior, senses his reluctance and re-assigns him to a murder in Santa Barbara. It soon becomes clear that the murder is related to a human trafficking ring that is abducting young girls in the area. Meanwhile, the young daughter of a Mexican immigrant couple has disappeared on her way home from Our Lady of Guadalupe Church, where she went to meditate each day. I.C.E. claims not to have taken her. At the time of her disappearance, Father Gomez had witnessed a strange phenomenon on the large painting of Our Lady that hung on the church wall that occurred whenever the girl was there. Was it a miracle? And had I.C.E. taken the girl despite their denials? Had she been abducted by the trafficking ring? In Santa Barbara, Zack begins to ponder the same questions.
