In the aftermath of the Civil War, United States relations with Mexico were marked by conflict between the desire to aid Juarez and an unwillingness to openly oppose Emperor Maximilian.

Defying the vacillating policy of diplomacy, General Sheridan massed troops and supplies on the Rio Grande, then sent out a call for the one man capable of helping the Juarists. He was Fred Starke, sub rosa agent of the Union army, friend of Juarez, hero of the border, Texas legend.

To Starke, battle and death and the acrid taste of secret mission are a daily business: what surprise, then, that the task of outwitting Imperials, guerrillas, and Confederate renegades should fall to him?
