When a Black man is beaten to death in a police cell, a wave of riots rocks the city.And just when order is restored and the ghetto community rebuilds from the ashes, an arson attack on a police officer's home throws petrol on the embers.
This time, it's the cops getting burned. And one by one, every cop involved in the death of that Black man is targeted by a vigilante killer.
