Amber has a form of magic that lets her bind people to spoken promises, though she initially believes their obedience is simply moral righteousness rather than something she’s causing. When a gorgon arrives in town, she’s the first person completely unaffected by Amber’s magic, which exposes that Amber has been unintentionally controlling those around her. As the church begins using Amber’s ability more deliberately to enforce order across the town, the story follows her unraveling understanding of consent, control, and faith, alongside a developing relationship with the gorgon, who challenges her to let people choose rather than be bound.
