Based on Save the Children's experience of working with early childhood development programmes in many countries around the world, this report identifies the key arguments for supporting the development of these programmes. It analyzes the kinds of early childhood work which are the most appropriate and explores the potential for achieving real, and sustainable, benefits for children. Examples are used throughout to illustrate the challenges encountered and the diversity of possible approaches, responding to specific political and social contexts.
