The dead man, Owen Donovan, a prominent propagandist for Soviet beliefs in England was negotiating terms between the Russians and British. Newman begins a hunt for the mysterious Levski, who last saw Donovan alive. But when it becomes clear that the Germans might be involved, the French sleuth Papa Pontivy with his poor English and keen instinct alongside Russian ballet dancer Katya must help Newman to crack the case.

In a gripping and dangerous tale that leads from Moscow to Polish refugee and German POW camps and finally to England and Germany, Newman finds that Donovan's body was only the start of a plan to plunge Europe back into war.
