The mid-1820s and many believe that England is on the verge of revolution. There is wealth in the industrial North Country, but Captain Swing is riding the southern nights where the agricultural labourers are poor and becoming poorer. The price of wheat is high and rising every year, far outstripping any increase in wages.

Steam railways and ships are starting to turn the old ways upside-down. Movement from place to place is becoming cheaper and will soon be practical even for the poorest. Literacy is spreading and agitators can make themselves known. The potential exists for the country to fall in flames.

Nathaniel Perry, Viscount Palfrey, is concerned with enriching his family, first and foremost, but also wishes to keep that wealth, which demands a stable country. He would also like to enjoy a quiet life, but that seems impossible…
