Carver goes to Minneapolis to find Ryan Bishop.

Bishop wants Carver to help him take out the corrupt politicians and wealthy businessmen behind the deaths of his wife and child. He wants to disrupt the massive welfare fraud in the city and cut the purse strings funding the diabolical political machine behind it.

But someone else is a step ahead of them. The fraudsters often don't trust banks and are keeping millions of dollars hidden in their mansions, making them ripe targets for other criminals. Someone is robbing fraudsters, killing them, and then framing the murders as hate crimes.

Carver and Bishop soon discover that the people committing these crimes aren't your average criminals. They're highly trained Quds''Iranian elite soldiers.

Carver figures they need the money since the U.S. recently bombed Tehran and cut off their funding. He figures they need the money to avenge their Supreme Leader. And they've got help from a mole in the local government.

Carver and Bishop know that they can't trust anyone except for themselves and their small team. They know that they might be the only thing standing between Minneapolis and a major terrorist attack.

And they'll do whatever it takes to stop it.
