Hugh Rudd was sent by M.I.5 to find out what had happened to their man Carter, who had disappeared while investigating a Captain Senegal's espionage activities at Portsand Dockyard. Hugh discovered through Joan Hardcastle, who had been helping Carter, that Senegal was occupying a flat over a waxworks. When Carter's body was found up a creek, Hugh set out to uncover a ruthless band of saboteurs. It was a race against time, with his life - and Joan's - constantly in jeopardy.
