Jeff Delembre is an undercover   O.S.S. Agent in Nazi Germany during WW2.  He discovers a plot to send a new super submarine to the coast of Florida where it will unleash a weapon. Delembre tries to sabotage the sub not only to protect his country but his family who lives in Miami Beach. He manages to warn the O.S.S. of the sub but is discovered before he can sabotage it. Delembre is rendered unconscious, taken aboard the sub, and experimented on. When the sub is off the coast of Florida, the US Navy finds the sub and sinks it.

Jeff wakes up to find himself washing up on shore as a group of teenagers are killed by some unseen force in the water. Jeff is taken to a hospital, where his mind and body are slowly changing into a monstrous half-human/half-shark hybrid. Jeff's body changes even more dramatically when he passes out, and during that time his animalistic mind takes over and causes him to go on excursions into the water. As this occurs, people are being attacked both in and near the water by some larger creature. These attacks lead to the question, is Jeff doing these attacks when he blacks out or is there some other creature that escaped the sunken sub with him?
