Corruption. Violence. Destruction. Fear. The country of Haiti, more specifically, the city of Port-au-Prince, has experienced every aspect. The Haitian police force was unable to keep up with or control the violence, unable to buy weapons and gear due to money constraints, unable to recruit new members.

Gangs had taken over most of the city, the largest, most violent and most organized of which was the ZA5 gang, led by Faustin Zamor. Zamor bought weapons and explosives from mob boss, Alexi Yegorov, Brooklyn, New York, the process going through middle man, Max Brodsky. Brodsky was running his own successful criminal enterprise in Brooklyn, all while under the umbrella of Yegorov. Brodsky eventually branched out, starting an operation in Newport News, Virginia, but still under Yegorov.

The FBI had Yegorov and Brodsky on its radar for years while methodically compiling a 281, an organized crime file on each of them. But when Brodsky started selling Ecstasy in the States, then in Haiti, the FBI, coordinating with the CIA and DEA, began in earnest to shutdown his entire operation.

After an intense meeting with the FBI and CIA, Grant Stevens accepted the mission to snatch Max Brodsky from his getaway home on Gonave Island, Haiti. As he, Adler, and Kalinin left FBI Headquarters, they discussed the obstacles they would have to overcome. Yet, as experienced as they were and the many difficult missions in the past, this mission could turn into one of the most daunting, challenging, and vexing missions they and their teammates might ever encounter.
