The world has been wracked by war and extreme weather. While pockets of civilization are starting to form in the mountains and remote areas cities remain the uninhabitable domain of deadly mutants. With the exception of one small colony existing on the rooftops out of reach of the predators that roam the streets below.

A man named Gibson has been able to grow food in his mountain sanctuary and using drones, is able to deliver it to those in need. The colony on the rooftops has been one of the recipients. With their small colony being racked by disease the next shipment is the most important yet. When that shipment is intercepted Gibson wants to leave them to defend themselves but his adopted daughter Daisy does not see it that way.

She recruits McReady, a former leader of the scavenger cannibal gang The Stormbringers, Amanda Gathers, a former mercenary herself, and a team of soldiers from the dome sanctuary. They head into the city to try to save the colony members and finds things there worse than he previously realized.

The previously animal-like mutants are getting smarter and more deadly and that might be the least of their problems.
