The Galactic Empire has fallen, crushed by its failure to defend against the Rim Consortium's refusal to bend. The Emperor has retreated to the 13 Districts surrounding the Imperial capitol, slashing and burning shipyards and factories that could be used to make war against him in the future as he pulls the remainder of the Imperial Fleet back into his new Redoubt, subjecting most of the galaxy to chaos and starvation in the aftermath.
The only piece of the Galactic Empire that remains untouched is the Frontier. Formerly a wild, unruly scattering of star systems, Aatroxiss brought it to order under a deal with the Emperor. A deal that has now ended with the pullback. The circumstances that led the two hated enemies to temporarily work together are now over, and the Green Empire has the only remaining functional shipyards outside the Imperial Redoubt.
But the aliens that fueled the Rim Consortium's defiance with radically advanced ships made to look like Imperial technology are still lurking in the shadows. They're backing less important alien races, upgrading them, and nudging them towards attacking the Green Empire while their agents attempt to subvert the newly 'free' regions of the galaxy through politics, coercion, and bribery.
Aatroxiss, the last remaining loyal Keeno in the galaxy, now has his own small Imperial population to rule as he sees fit. Its allegiance is to him now, not the Emperor, but turning a piece of an evil empire into a beacon of light to one day march on the Imperial capitol and end the nightmare of the Emperor's rule takes time, resources, and a lot of retraining.
