Retirement isn't what it used to be. With budgets getting cut, the government looks to cut funding from the place it can, the permanently retired.
Biprism is on the chopping block of server to be cut to save funding. While everyone is given a chance to leave, that leave comes with the cost of leaving behind all their progress to migrate to a different server where they will have to start all over.

The government has offered struggling planets a chance to compete in planetary placement matches to save their servers. This is where all of Cassie's training of others, and her own unique antics pay off, because if they try really hard they just might have a chance to save Biprism.
But even with winning, odds are still stacked against Cassie and her friends, as it seems this might be the Government Shutdown that finally ends Cassie's magical retirement.
