But why don't the Coast Guard or the police know anything about it?

Instead it falls to A.J. Furnace, owner of a small oceanic research firm, to find the truth - and the Baja Lady. But the more he digs, the more he discovers...and the more he wonders. Why is there suddenly a large Chinese commercial fishing trawler in the waters offshore? Why are other people close to Rowland turning up dead? And why is the U.S. Government so desperate to find Rowland and whatever secrets he may have had with him?
