Tommy Broadbent, one of Liverpool's most renowned criminals, stumbles across a vagrant, Thomas Dorchester - who is the villain's exact doppelgänger. Learning from his exploitation of Dorchester, Broadbent intends to infiltrate the police with false informants and sell the intelligence to the highest bidders.

Draker, Carstairs and Moore need to uncover Broadbent's plans and prevent them.
