It has been two years since Valerius Maximus, a former military tribune in the legions, was appointed governor of the German territories by Tiberius Caesar. Assisted by his wife Hereca, and his close friend, Marcellus Veronus, a retired centurion, commerce flows and prosperity abounds on the most volatile border of the Roman Empire. Through diplomacy and skillful negotiations, the Germanic tribes on the far side of the Rhine are finally at peace.

Tiberius unexpectedly recalls Valerius to Rome with a new assignment. The Empire is in dire need of his services elsewhere. The provincial borders on the Danube are unstable, nearing insurrection. He is directed to take command on the Danube and resolve the crisis. There are those in Rome who are envious of the power and prestige Valerius has amassed and view him contemptuously. Once again, Valerius and his friends are thrust into a vortex of political intrigue and violence. They must battle treacherous forces in Rome led by Praetorian prefect, Sejanus, and the fierce barbarian hordes beyond the Danube.
