1895 – Inspector Thomas Chard arrives in the industrial town of Pontypridd and immediately falls foul of his authoritarian superintendent. Seen as an outsider by all levels of local society, his struggle to establish himself is made more difficult as he is soon confronted with a macabre mystery.
When human remains belonging to someone buried two years previously are found in the river, the inspector finds himself entangled in a web of deceit. His investigation leads him beyond respectable society into a shadowy realm of prostitutes, thieves and gamblers. Fortuna, the goddess of luck, seems to hold a deadly curse over the town, one which Chard must break in order to catch a killer.
