The crew of the Damroyal locates the incoming comet Wormwood. Once they establish computer projections of its orbital path, construction begins on the moon base and rail gun that they plan to use to divert the threat.

The Peacekeeper Council learns that their current plans to affect the orbit of the comet will succeed, but that alteration will have disastrous consequences in the next pass of the comet that will end in a direct hit on their home planet. To prevent that extinction level event, they devise a plan to deal with Wormwood once and for all, but it will take most of their fleet to make that attempt.

Enemies of the peacekeepers use their distraction during the pending emergency to act against them. They seize a British spacecraft, after murdering its crew, and reverse engineer it. They follow a plan years in the making as they construct a pirate fleet like no other. Yet, they know that if they want to succeed, then they must bide their time and not act precipitously. They keep a low profile as they continue to build up their fleet for a confrontation with the peacekeepers when they are at their most vulnerable.

The peacekeepers must somehow protect themselves from the pirates and still manage to save the world.
