In western Nevada, the towns of New Carson City and New Virginia City are on the brink of war. In the aftermath of the disasters and the plague that have devastated America, the people of those communities have reverted to a more primitive, western-oriented, lifestyle. Like their forefathers, they are dependent upon horses and cattle for a subsistence existence, and there aren't enough present for both towns to share. Complicating matters is the fact that the leaders of the cities were once best friends whose friendship was torn apart when Andy took Clay's girlfriend away from him prior to the night of the quakes. Now they are entrenched in their hostility and the people of the area are forced to choose sides.

The Peacekeepers face a daunting task. They must somehow get the warring factions to stop fighting one another long enough to solve their common problems.

On a broader scale, the council faces a tough decision. They must form an alliance with Captain Cotton and the crew of the Colombia, or else they face the end of their ability to construct new fighters and ships due to a lack of critical electronic components. The rank and file peacekeepers are opposed to the alliance because of the Colombia's role in the war, which means the peacekeeper council and the Venezuelans aboard the Colombia face an uphill battle as they try to form the alliance.
