The decade of the 1820’s is coming to a tumultuous end. The fear of revolution is strong in the rulers of the country and there is no agreement on what is to be done.

A sizeable minority believe firmly in the lash and the noose – if only Louis XVI had hanged all his revolutionaries, then the Bastille would never have fallen.

Another minority, possibly larger, is convinced of the need for Reform. They are uncertain of what to Reform or how, but know it must be done.

Possibly the largest group of all know there is something wrong with England and do not know what, or how to solve the problem.

Lord Palfrey, confronted with his intractable estate, growing the wrong crops on bad soil, is finally convinced to take drastic action. The land cannot support the number of people infesting it. They must go. Ideally, they will go to the new lands overseas – the Americas and the Terra Australis. If they will not see reason, then they must be coerced – they must wander off down the road to go where they will. Go, they must.

His new Policy is not popular!
