Arbitrator Chepi, called the Dragon Arbitrator because of her ability to subdue aggressive BGA system rulers trying to build empires, is now the Dragon Queen Chepi after killing the former King Tohivain. Although Chepi doesn’t want the position, she doesn’t have a choice.
The Table of Kings appointed her Queen, hoping she can stop the chaos in Tohivain’s domain, which, if unchecked, will eventually spread into their domains.
The BGA also wants her to remain Queen to prevent the chaos from affecting the BGA.
The Chaos existed when Tohivain was King. He permitted three High Lords to build large Navies who stopped paying taxes in the hope Tohivain would retaliate and attack them. Instead, it created a four-way stalemate, which Chepi inherited when she became Queen.
Chepi has a dilemma. She must bring the three rulers under control, or the kingdom will disintegrate into multiple small empires as other system rulers begin building large Navies and declare their independence. If not, her kingdom will descend into constant wars as the High Lords fight to be King.

Queen Chepi must either accept that she can’t solve the chaos and abdicate or attempt to break the existing stalemate.
