Joe Raines is about to learn that the water keeps secrets, but so do the people trying to protect it.

Joe Raines knows better than to trust a clean story, especially when it comes out of dirty water. So when Dr. Lina Soria asks him to meet off the record, away from her office and away from his boat, Joe already knows the day has gone sideways.

A private night dive for the respected Blue Mercy Reef Project has ended with a dead man on the reef. The victim, Evan Rusk, was supposed to be a wealthy visitor chasing an exclusive underwater experience. The prime suspect is Rafi Delgado, a gifted but troubled young diver Lina once helped save from a life that wanted to swallow him whole.

The case against Rafi looks bad. He argued with Evan. He handled the dive gear. Then he vanished.

To everyone else, that looks like guilt.

To Lina, it looks like a boy being buried under the easiest version of the truth.

Joe only agrees to take a look. That is how most of his worst decisions start. But the deeper he, Lina, and Cal dig, the more the official story starts to leak. Evan was no ordinary tourist. He was hunting answers about his sister Audrey, an environmental investigator who disappeared six years earlier after asking dangerous questions about missing complaints, falsified water reports, and a polished nonprofit with too much to lose.

Now Joe has to find Rafi before the wrong people do, prove what Evan really found, and decide how much trust is worth when every current is pulling him toward a lie.

Because in the Keys, some things don’t stay buried.

They just wait for the tide.
