Chief Inspector John Linton introduced City police methods to his rural Yorkshire station. He wanted to start a "Target Criminal" file and for them to select a suitable villain to become that target. The name of Bill Conway cropped up and he unwittingly became Linton's Target Criminal. The police watched his every movement but Bill Conway committed no crime, until one night, Linton discovered the body of a murdered man and was sure Conway was the killer. All he had to do was catch Bill Conway - but Bill was not going to be caught - especially as he was innocent!
