Dead Simple

A tanker hauling a deadly new explosive vanishes without trace in a raging storm. The explosive falls into the hands of Jack "Jackie Terror" Tyrell and he uses it to destroy every bridge and tunnel leading into Manhattan, holding the entire city of seven million hostage for a $15 billion ransom.
