Game Preserve

This short story follows the aftermath of a nuclear war. 25% of all babies are born developmentally disabled. It's decided that they should be placed in their own area, left to fend for themselves, in the wild. Animal instincts take over, and these people are treated as such by outsiders. But the "morons," as they're called, eventually mate...and not all of the offspring lack intelligence. That's a problem.
